`gist archive` should decrypt encrypted files

The gist archive command is suppose to download the files in a gist and add them to a tarball. It does this, but currently it adds them as encrypted files if they were previously encrypted by gist. There needs to be an option to tell this command to decrypt the contents before adding it to the tarball.
