yeah I can see why some clients might not want to notify of quote reposts, you can still look them up via the q tag if you want to list...

this is a damus thing, it's not a spec. specifically, damus will convert @ nevent... to nostr:nevent, etc. during note creation.

maybe interoperability in terms of user expectations, but that is more of a higher level design NIP, which I've talked about before which we don't have a process for.
