ah nm I see you would just use nip33 for this

I'm pretty happy with this general structure, but I don't think we need the `type:` thing. clients will probably have to know each `d` tag and know what to do...

damus currently implements mute lists using this + the "mute" nip33 param

This is pretty much exactly what I was thinking of for a group DM spec. very nice.
