My bad, the attributes are read only 🤦🏻‍♂️ :  It seems extrange to me because divisor already has the 1000 divisor value. Which Zigbee gateway are you using?

Have you tried to remove and pair the device again? It seems that the value is already here so no clear to me if the quirk would work.

Is the same behavior in all three devices?
