If Rufus is broken or not working properly for downloading Windows 10 try changing your browser's user agent (what operating system the browser thinks you are running) using the developer tools tab in your browser. Microsoft offers the Windows 11 iso without needing this, but Windows 10 for some reason still requires it. I use Fido downloader tho (https://github.com/pbatard/Fido) which can do both windows 10 and 11 without needing to change the user agent or modify the browser.
