Say I have "Hello" and I want every row to have it. Is there a 'paste down' feature so I can fill in the same value for an enture column? or a range of columns?

This is not currently possible but could be.

Several changes are necessary to get there. Including changing how cell selection works. We will need a full specification on those changes before I can apply the help-wanted label.

How does one go about writing a specifications doc (I can do it if there is a guide /template?)

There is no formal template. But just need to play with the program and catalog all related changes that must happen for this issue to be implemented.
