Ability to set update policy

It'd be nice to have a task where we can set update policies for ostree, flatpak, etc.

The ostree component is partially resolved w/ a recent commit. I included an os_updates role where people can configure general preferences around updates. I want to include the systemd-timer component there, too.

Will need to work out the flatpak update policy. I'm sure I can figure it out, but I'm not sure where it's tracked offhand.
