NeoForge outage should not prevent container starting up

Describe the problem

Neoforge currently has an outage which is preventing minecraft-server from starting. This is for an existing container that has been running fine until it decided to do a version check on an already installed server.

I have it skip the download and install if existing version matches; however, yes it seems I need to have it skip the metadata check also.

Neoforged Maven is currently having another outage.

I'm having the same connectivity issue with the NeoForged Maven repository. This seems to be caused by DNS cache pollution affecting maven.neoforged.net resolution on my server. This problem is common in some regions worldwide, so I hope this enhancement can be implemented soon.

If you can point me to which parts of the project this enhancement would affect, I'd be happy to contribute to the fix, thanks for help.
