I think you're probably using a different version of ffmpeg - make sure you're using the ffmpeg binaries that are installed by the installer

must be something to do with the windows version

yeah i've been trying to get it to work for about 5 hours. neither ALPR or OCR seem to be working on windows seems to be working ok on docker
