Add simple options page, options loading, default options

I did not implement the functionality of these options because I believe the main loop has changed and has not yet been pushed. This commit has been fixed for a rebase on the current version on GitHub.

Note that some tweaks will be needed for Firefox compatibility (primarily visual).
