[Bug] Camera control does not work on an inactive game window

Current Behaviour

When I exit the active game window, the camera stops responding to the movements of the right stick of the gamepad.

Expected Behaviour

The camera should respond to the movement of the right stick on an inactive game window.

1. (F3 + P) Pause on lost focus: disabled
2. Exit the active game window
