[enhancement/bug]: Middlemouse should pan the view regardless of mode

What should this feature add?

Right now, when you're in mask painting mode on the unified canvas, mmb will draw a mask. So will rmb and lmb. I find myself doing something, pressing mmb to pan, pressing shift-c to clear the mask I just drew by accident, pressing v to actually pan, moving, pressing b to go to mask mode again, and then I go back to whatever I was doing. Since I've only just started using InvokeAI, sometimes I'll hit the wrong button instead of b and v, and mess up even more.

It would be sweet if mmb just panned the view consistently. For an infinite canvas, being able to move the view easily is a pretty high priority, right?

I considered sending this in as a bug report instead, as it's really frustrating and not how you'd expect a program to work, but that didn't seem very suitable either.

P.S.: Maybe rmb in mask painting mode could erase the mask, and vice versa in mask erasing mode?

This is on Windows, by the way, using the automatic source install (after a failed manual install)
