Caché 2017+ Code Refactoring

Hi Eduard!

I checked that master branch still contains 2016.* unsupported system events code. This pull request updates RESTForms to be used with the latest versions of Caché.

Thank you, but there are a some unrequited changes, such as:

• zv="Cache for Windows (x86-64) 2017.2 (Build 543U)" ts="2017-05-12 19:51:06">
• <TimeChanged>64415,70401.668478</TimeChanged>

Does this changes prevent you from importing this XML files to 2016.1?
