Upgrade Cardano `devnet` to `1.35.3`

Issue

We need to align the versions of the Cardano node that are used on the devnet and on the preview networks. Today the devnet runs 1.34.1 and preview runs 1.35.3.

Tasks

  • [ ] Upgrade devnet so that it works with latest version of Cardano node (Vasil fork)
  • [ ] Upgrade Dockerfile for Aggregator/Signer
