Added RetentionPolicy and Precision

Retention policy needs to be specified for uploads to non-default retention policy. Seconds precision is generally used for IT infrastructure monitoring and uploading nanoseconds adds significant overhead for InfluxDB.

Does the precision change overlap with #42, which was just released in 1.1.0?

This change seems more about adding precision support to the LineProtocolPoint api than overlapping with the LineProtocolWriter api. But it might be worth changing the LineProtocolPoint to use the LineProtocolWriter rather than duplicating the precision writing code.
