[Feature Request] Define distinct conditions for running and syncing

It would be great if one could disable syncing folders while still being able to use the app. One use case is to still allow the use of "Store in Syncthing" when handling a file (see #927) This issue was already pointed out elsewhere in #928 and #1238. Also related to #511, #1225, #1294.
