[BUG] Issue updating actions to run behave tests

We can run the tests in the repo using behave command, but when configuring behave in github actions its failing. It shows

module: behave not found even though behave module in part of the poverty dependency. Refer to this action for error logs: https://github.com/rootflo/flo-ai/actions/runs/11049474072/job/30695098233
