Add support for and documentation of cooling fan

This is controlled by the hub, but - to a user - it is part of a pi-top [4]. Therefore, it seems reasonable that this should be a 'component' of a pi-top [4]. We have received some searches for this in the SDK docs, so there is definite interest for this.

You're thinking of an API to control the fan? I think that can be done, as long as it's safe for the unit (e.g.: fan speed can't be set to zero if temps are over a threshold)
