Using chrome (version 80.0.3987.149), on the "Creating a new plugin" page the external content, i.e., the embedded pdf, gets blocked, error message "This request has been blocked; the content must be served over HTTPS."

Thx for reporting this @johaenns. I will try to host the pdf somewhere else. Please note that the plugin guide is a bit outdated. We are currently working on providing qt creator wizards to create mne scan plugins. Until the wizard is finished the safest way to create a new plugin is to copy and rename the dummytoolboxplugin.
