chocolatey package for Git-Credential-Manager-for-Windows is deprecated

I was the maintainer for the chocolatey package for Git-Credential-Manager-for-Windows. I am deprecating the chocolatey package for Git-Credential-Manager-for-Windows because I no longer have time to maintain it.

Thanks for all your efforts. Please remember that the GCM comes free with the Git for Windows Chocolatey package, so a separate GCM package may be unnecessary.
