What would you like to be added: CRD Validation Ratcheting

Why is this needed: CRD Validation Ratcheting beta feature of K8s 1.28, makes CRD schema evolution much easier. Basically, it makes it easier to tighten value validations because it won't let the existing cluster users of NFD CRDs to break when we introduce some validations for some fields.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.

This bot triages un-triaged issues according to the following rules:

• After 90d of inactivity, lifecycle/stale is applied
• After 30d of inactivity since lifecycle/stale was applied, lifecycle/rotten is applied
• After 30d of inactivity since lifecycle/rotten was applied, the issue is closed
