Create default chart config

All charts completely spell out their config. But many options are duplicated (e.g. font sizes and colors), so we might as well centralize those options for easier tweaking.

PS. There's a advent-of-code-charts channel in the contributing.today Discord where I'll be if anyone has hacktoberfest-related questions!
