Update Release Action

My OCD is triggered by the Failure of our release action: https://github.com/iterative/terraform-provider-iterative/actions/workflows/release.yml even though this isn't actually failing.

We should update the synchronize job to work better or move it externally to cml-playground, (which does have something similar already) -> https://github.com/iterative/cml-playground/blob/main/.github/workflows/checks-publish.yml (that also needs some improvment)
