add CI workflows to migrate?

Some plugins are using drone, some have no CI at all, and some may have "outdated" git workflows.

Should we create the CI workflows for migrations that do not have a drone config (or any config at all?)

We could detect:

  • drone.yml
  • .drone.yml
  • .circleci
  • others?
