[WIP] Create-Plugin: Introduce a from template command

What this PR does / why we need it:

⚠️ This is WIP right now. ⚠️

This PR aims to introduce a way to scaffold a plugin from one of the examples in the plugin examples repo. Right now it does this via a new command "from-template".
