Remove `eslint-plugin-scanjs-rules`

There's a deprecation notice in its readme, pointing to eslint-plugin-no-unsanitized, which is already in-use here. I'm not sure about the feature parity, but I'm leaning toward trusting their advice, since the same person created them both.
