Add timeout to empty the queue

Would be good to automatically regulate the queue by emptying it after a certain amount of inactivity. How do we decide who to remove and when? Some thoughts...

  • Remove an individual player after being in the queue for X minutes.
  • Empty the queue when nobody has joined after Y minutes.
  • Probably should default to off, and times can be set with a command.
