We are trying to use Terraform to provision new BIG-IPs via BIG-IQ and we need to send the DO declaration to BIG-IQ so that the BIG-IP is properly onboarded and services are discovered/imported.

The DO operations for Terraform should support the "target" nomenclature

Describe alternatives you've considered

We've considered sending the declaration to BIG-IP, but doing so results in the appropriate provisioned services not being discovered/imported into BIG-IQ.
