RFE: Add support to declare API Protection profiles

Is your feature request related to a problem? Please describe.

There is no way to provision a new API Protection profile on a declarative fashion (AFAIK the imperative way, using icontrol api endpoints for api-protection isn´t documented either)

Describe the solution you'd like

Support on AS3 extension to declaratively define an API protection profile, and assign it to a VS, not only reference one that is already existing.

Describe alternatives you've considered

I´m currently trying to use the undocumented iControl API endpoints for /mgmt/tm/api-protection/ to workaround the lack of this feature by creating the API protection profile prior to reference it on the AS3 declaration.

blocked by Bugzilla – Bug 755148.

Requesting to have the ng_import/export bug fixed for API protection profiles and AS3 could take advantage of that tool for this task. Changing defect to blocking
