Issue with thumbnail with Live Photos
The bug
It seems after a photo is uploaded to immich from any of my Apple devices - the uploaded photo won’t display the content or thumbnail at all and when you download the file nothing appears

What are you using to view the photos? It's possible that your photos are HEIC which only Safari supports
I turned on live photo taking on my devices around 6 months ago - typically what it would do is upload the photo & then generate the thumbnail. It stopped doing at around 2 months ago & I noticed it was the same issue as in #12634 & #12810.
It's still not resolved for me - it has no issue generating the thumbnail for screenshots or RAW photos/videos.
Are you using hardware acceleration by chance? I am using LivePhotos as well and haven't been able to reproduce the issue

No - Hardware acceleration is disabled.
I'm having the same issue and there are just placeholders/errors instead of thumbnails.. Previews never appear, even after regenerating missing thumbnails.
no settings were changed, it just appeared since (maybe) the last 2-3 updates (running in docker). Photos are taken with a iPhone 13 mini if that's relevant. But it's the same issue when uploading a png or jpeg from the browser. Sometimes, one of many thumbnails are generated after many days, but from the same series of photos taken on the phone. Very strange...
[update] I think my issue could be related to #12731 and #13109
I have also noticed that a few screenshots taken on iPhone will cause the same issue. Though I have noticed the live GIF that plays when you hover over the Play icon does display correctly but not on every photo that was a taken with Live Photos
Most likely the thumbnail generation job never runs because it relies on metadata extraction to complete successfully and it wasn't due to various reasons. I'm not currently aware of any outstanding issues of metadata extraction still failing. If this is reproducible please share the offending asset and I can work on fixing the issue.
