Have you followed the steps correctly? I think test users are added after making the project. But I forgot, maybe you forgot something like only test users can access this.

But you have an edit button, right? Try clicking that.
Make sure you didn't save the project though, else start from scratch.
Can you try restarting the setup from the beginning? This seems like you missed something.
You literally have it. Also, you can't add test users after making the project;it will appear when you are almost done with it.
I think it's the Google Assistant SDK, it's limited in it's capabilities... This seems like a duplicate of other issues though.
