New maintainers wanted for Refactoring Essentials

As already announced on Twitter, I'm quitting maintenance of Refactoring Essentials project with 5.4 release. It's still possible that people from MonoDevelop continue contributing to this repository for their purposes, but at the moment we are not planning to publish any further releases of RE.

We did some clean-up in the code repository to leave it in a proper state, so anybody is free to restart work on this project.
