Enable netlify/github pages automation

Description

When contributing the UI, netlify configuration was included. This was used to, on PR, generate a storybook with the UI (as per that PR) in it for review purposes, as well as on merge to master, generate and publish to github pages a storybook of the starter application UI as well.

If desired, this can be re enabled. This issue is to discuss if we want to (or not).
