View all jobs for the application in admin UI

We need a way to monitor all jobs currently in progress for the entire application. This will dramatically help out with monitoring the current state of the application and give us a sense for whether any kind of administrative intervention would interrupt active users or not. Perhaps as an added bonus it would be nice to have some record of the last requests made by users in the application.

Here's a look at what I have for this. It's rather basic, but I think it serves this administrative need well enough.
