upd Vat validation

add RU/RS/BY/TR validators. see https://en.wikipedia.org/wiki/VAT_identification_number#VAT_numbers_by_country

Hi @Gemorroj, those countries are Non-EU countries, and currently the VAT validator only accept EU VAT number.

I dunno if some change could be considered as a BC break. (Might be related to https://github.com/ibericode/vat/issues/40#issuecomment-970116401)
