Clones not being properly detected

Sync: 4.0.0 Forge: 10.13.3.1.1403

Clones not being detected properly: Clones in other DIM's are not being detected even though I was able to use them for cross dimensional travel earlier. I have tried chunkloading the chunks with the shells in them and that does not work.
