Add "How to contribute" section

I think it can be a very good idea to add a section that explain how others can test our changes and contribute to the project.

Sure but I need some information. Can you briefly describe the processes? I mean only the correct steps to completely test the changes on the operator. Then I'll take care of explaining the steps as best I can.

As I said I think it can be useful a section that explains step-by-step how developers can make their changes to the operator and completely test them to contribute. I checked the website-docs using Docusaurus but I can't find anything about how to install a modified version of the operator or test the changes. If you can explain what are the steps that you follow in developing the hlf-operator I can describe them as best I can. Obviously this is very useful to me because I would like to contribute more actively to the project.
