Update VERSION for v0.6

It was observed during the CII Best Practices review that the version file has not been updated in the pre-release tag for v0.6 It was uncertain what the release process was. That should perhaps also be documented if it is not fully clear to all maintainers and include updating version file/fields throughout the project.
