Central, updateable blacklist

There should be a central blacklist with pushed updates to make the extension less likely to mangle legitimate URLs - this failure case is more dramatic than with Skip Redirect because URLs are rewritten on the page.

Another instance of mangling: Messes with URLs leading away from https://web.archive.org/web/*/https://www.adafruit.com/product/954 - so for example this one: https://web.archive.org/web/20190605085223/https://www.adafruit.com/product/954
