Binder // Colab NBs for SciPy

thank you for these commits, @dhavide, and especially for doing the graveyard shift! (makes me feel better about my upcoming shift hahah)

I've built the binder from your most recent commit and verified that both instructor NB2 and NB3 execute as expected on it.

Here is the binder link that will open JupyterLab (instead of NB).

also, note that Binder has bumped up the number of possible concurrent user from 100 to 300 for us as you can see here.

Having said that, there may still be issues (see eric's notes on our Bayesian workshop here).

To this end, I've created google colab NBs also. A bit annoying that we can't create these for the entire repo so I did each indivually and I also verified that all the code in the instructor notebooks executes as expected (note, though, that colab doesn't use our environment.yml, but rather whatever versions it has installed; still, it all seems to run smoothly there):

• Colab Instructor NB1, NB2, NB3
• Colab Student NB1, NB2, NB3

I'll include the binder links in the README.md later today (Sydney time).

Because there are 6 colab links, I won't include them there and we can direct learners to this issue, if need be, or post them in the slack or that chat during the tutorial
