Configuration of the Tuya IoT Platform issue with attaching App Account

In step 6 of the "LINK DEVICES BY APP ACCOUNT" section of this page, it says "If zero devices are imported. Try changing the DataCenter and check the account used is the “Home Owner”." Not sure what account the text is referring to, other than the Tuya IoT Platform account. I do not see any reference to that in the IoT platform account settings, and it would be helpful if there was some link to steps to resolve the issue here.
