This is a scrollbar, not progressbar. Rename the issue.

More-info also has the incorrect scrollbar
same with search windows (on demo). steps to reproduce:
- goto https://demo.home-assistant.io/#/lovelace/0
- click on the search icon (top right):

WIndows 10, Chrome 105.0.5195.127, Edge 105.0.1343.50, Firefox 105.0.1

Confirm with "Search":

Observed with more-info - the "thick scrollbar" appears, the "narrow scrollbar" is not present (IMHO only the "narrow" must be displayed):

I propose to rename the issue to "Inconsistency with scrollbars in popup windows (different scrollbars, duplicating scrollbars)". A bit longer but covers all cases.
On Home Assistant 2022.10.1
- search window shows only the correct scrollbar
- more info and create helper is showing the "old style" scrollbar
- add integration popup is no longer affected by the double scrollbar, but when you scroll down the page, the scrollbar is partially covered (see the screenshot below)

In 2022.11.0 things got worse: in addition to the above, the more info popup opens with the content scrolled down slightly.

There hasn't been any activity on this issue recently. Due to the high number of incoming GitHub notifications, we have to clean some of the old issues, as many of them have already been resolved with the latest updates. Please make sure to update to the latest Home Assistant version and check if that solves the issue.
