Add valve support to Hydrawise

Proposed change

Add a valve to the Hydrawise integration that allows controlling zone watering.

This is meant to be a replacement for the "Manual Watering" binary sensor, but it seems there's not yet a good migration path. So for the time being we'll let both coexist.
