Empty catalogs do not show up in catalogs view or in in manifests view

Hello,

When a catalog does not have packages, it disappears from view entirely and then you cannot edit membership to those catalogs in the manifests view, or add packages to those catalogs in the packages view.

I'm working around this by adding a dummy package to all of my catalogs, but it doesn't seem very clean to work like that.

Thanks for reporting! I'll take a look at this (and other reported bugs) more closely next week. Still trying to be on vacation this week and keep away from computers :)
