Add capabilities to create payload free pkginfo

Hello

It could be really awesome to be able to create a payload free pkginfo with MunkiAdmin. Like for example virtual package with Office 2011 or 2016 with funny conditions behind (or the same with printers).

Thanks for opening an issue. The whole importing functionality will see a rewrite in the near future (probably version 1.5 or 1.6). I can promise that creating nopkg items will be included in that rewrite.
