Ensure we include `ebs_block_device.#: "0",` in the state

Doesn't work well with terrafrom 0.9

Seems `refresh` no longer brings the full state file down, or puts it somewhere else.

Sort by block device name before writing config

Otherwise it's in a fairy unexpected order.
