Custom setup: Can't use Cabal-3.14 released with GHC 9.12

Have you tried it with the cabal-head prereleases? Those should soon be prepared for release now that we have an alpha 9.12. (Which reminds me I need to file a PR with flags updates in preparation for that.)

I tried current master of cabal and that one works fine.

cabal-install 3.14 has been released. I am closing this in favor of #9917.
