Updated the private_network.mdx file to improve clarity for beginners

Contributed to improving the clarity of certain sentences that would help beginners -Added the word 'static' before ip and specified the commands to destroy and recreate the Vagrant environment post changing the 'auto-config' field. Added the 'ip addr show' command as ifconfig has been deprecated and thus missing by default on some modern Linux distributions.

Hi @deepak-kamath! I've just merged in https://github.com/hashicorp/vagrant/pull/13048, which modified 120 MDX files and added a new workflow that would be good to have run on this PR. Since this is from a fork, I'm not sure I have permissions to rebase on main for you, so I wanted to send this quick message to let you know to update with main. Thanks!
