Add envar AWS_STATE_BUCKET as default bucket

AWS_STATE_BUCKET is the missing env var. Adding this allow to use S3 backend with only env var.

I'll bump with the provider team. To set expectations, changes to the backend are not a top priority right now, but hopefully this can still get reviewed.
