[HAL-1428] Show resource attribute help on top of its respective target attribute

I'm putting this on hold since this means a pretty big change in the UI. I'd like to investigate this further.

I'm currently preparing PR #510 to establish common rules for the codebase. #510 incorporates many changes.

I'm not sure about the order of merging the PRs. I think there are two options:

  1. Merge #510 first and then rebase the other PRs (including this PR).
  2. Hold #510 until most / all other PRs have been merged (some PRs cannot be merged now, though)

Before going in any direction, I'd like to get feedback from you.

@petrberan Sorry for the late reply, but I want to close this now.

Your feature request makes sense, but I would like to defer this until the console migrates to PatternFly 4. Once we have reached this milestone, the feature could be implemented using tooltips: https://www.patternfly.org/v4/components/popover/design-guidelines
